چکیده

Voluntary environmental programs (VEPs) can address environmental externalities when mandatory regulations are unattainable or undesirable. The extent to which VEPs succeed at improving environmental quality depends on participation levels from firms and consumers. We examine the factors that lead to a successful VEP by studying participation levels in residential green electricity programs. Among other findings, the key determinants of program success are the education of the consumer base and the affordability of the green electricity program. Our results will aid in ex ante evaluations of whether a VEP is likely to be a cost‐effective way of improving environmental quality. JEL Codes: H41, Q42, Q50

Evaluating Voluntary Climate Programs in the United States

Despite the growing importance of voluntary programs as tools for environmental management, they have been subject to quite limited evaluation. Program evaluation in the absence of randomized experiments is difficult because the decision to participate may not be random and, in particular, may be correlated with the outcomes. The present study is designed to overcome these problems by gauging h...

Supporting Public Goods with Voluntary Programs: Non-Residential Demand for Green Power

The sale of “green power” (electricity generated using renewable energy sources such as wind, solar or geothermal power) to non-residential customers at a premium is one of several market-based approaches for supporting renewables. Why would profit-maximizing firms or budget-conscious institutions be willing to increase their own costs so as to provide environmental improvements which benefit e...

Private provision of environmental public goods: Household participation in green-electricity programs

Green-electricity programs provide an opportunity to study private provision of an environmental public good in a field setting. The first part of this paper develops a theoretical framework to analyze household decisions about voluntary participation in green-electricity programs. We consider different participation mechanisms and show how they relate to existing theory on either pure or impur...
